Management Support Consultant Investment Planning Program MSC-IPP Environment

The project’s goals are to support Lebanese economic development through mobilizing resources for environmental management and to create the legal, administrative and physical conditions for effective MOE intervention. The project team will:

  • Design a short-term and long-term National Environmental Action plan (NEAP)

  • Design multi instrument program for improving critical hot spots, encourage public and private eco-investments

  • Identify and introduce new economic instruments

  • Develop knowledge and institutional infrastructure for improved access to donors and co-ordination

  • Develop self sustaining investment, design and introduce procedures for mainstreaming environment in public administrations

  • Draft application decision/decrees & follow-up

  • Contribute to administrative reform of MoE

  • Procure capital equipment for MoE functions

Management Support Consultant Investment Planning Program MSC-IPP Energy

The project is one of the six modules in the EC sponsored Investment Planning Prpgramme (IPP) for Lebanon. The overall objective of the IPP is to support economic and social recovery and development in Lebanon and to contribute to the improvement of living conditions of the Lebanese population, with particular emphasis on the provision of infrastructure services and facilities, including utilities and transport.

The MSC – Energy will assist the Ministry of Hydraulic and Electric Resources (MHER) in the implementation of critical elements of electricity sector reforms. This means the restructuring of the sector should result in: (i) provision of an efficient and reliable supply of electricity at least cost (ii) attraction of foreign and local capital and broadening of local ownership in a transparent and competitive fashion (iii) protection of consumer interests and minimization of possible negative effects of restructuring on the most vulnerable parts of society, and (iv) creation of a state-of-the-art local institutional capacity and human capital in the sector.

Environmental NGOs Monitoring throughout Lebanon

The Lebanese Ministry of Environment commissioned Envirotech to monitor the performance of 46 NGOs who received grants from the ministry in 1992 (24 NGOs) and 2000 (22 NGOs), in order to undertake environmental activities in the fields of: nature protection and natural reserves, biodiversity, solid waste management, water resource management, training and awareness, eco-tourism, coastal management, reforestation and fire prevention.The project consists of field assessment of activities in order to set a standard reporting procedure and performance indicators (both technical and financial) in order to evaluate outputs and assist NGOs technically when needed.

Environmental Emergency Response Plan for the Caza of Metn, Lebanon

The aim of the project was to create a pilot environmental emergency response plan for the Caza of Metn area in Mount Lebanon which in turn will serve as a pilot model for the preparation of a national response plan. The scope of work covered the selection of pilot facilities, identification and evaluation of sources of hazardous materials, mapping hazardous areas, assessment of existing emergency plans and development of an emergency response plan for that area.
The project was executed in collaboration with RISC BV and Disaster & Emergency Reference Centre (DERC) of the Netherlands for the Ministry of Environment and was funded by the European Union. In conjunction with the Environmental Emergency Response Plan, Envirotech was assigned by the Royal Netherlands Embassy to organise and conduct a workshop on Emergency Response Planning. Industrial & natural hazards and environmental contamination were the core of the event. A live rescue demonstration was prepared and executed to assess the capacities of the existing Lebanese rescue teams. Consequently the means of collaboration between different active bodies (civil defence, army, Red Cross, fire brigades, police, etc.) was evaluated.

Feasibility Study for the Relocation of Tanneries and the Creation of a Dedicated Industrial City in Lebanon

The project was financed by the Lebanese Ministry of Environment. It consisted in collecting and updating data pertaining to the tanning sector, setting infrastructure and environmental criteria for the proposed industrial city, undertaking relevant economic and financial analyses, site selection and consultation with stakeholders.

Compliance Testing

Envirotech conducted a number of compliance testing using a TESTO 350 flue-gas analyzer calibrated regularly in Germany in order to insure the accuracy of the results. Envirotech conducted the testing for the following industries:
